1 - disconnect all internet connection. (close modem from the easiest)
2 - in internet connection screen press shift+10
3 - cmd.exe black screen will open, write "oobe\bypassnro", press enter.
4- The installation process seems to repeat the previous steps, but you choose "i don't have internet" & "continue with limited setup" ......
Alternate:
1 - disconnect all internet connection. (close modem from the easiest)

3 - cmd.exe black screen will open, write "taskmgr", press enter.
4- kill process "network connection flow"
